Proclamation 80, titled "A Proclamation by the President of the United States, April 15, 1861," was a presidential proclamation signed by Abraham Lincoln,[2] the 16th president of the United States, on April 15, 1861. It called for 75,000 militiamen to suppress the rebellion in the states that had formed the Confederacy.[1]
