People cannot find absolutely natural environments on Earth, and naturalness usually varies in a continuum, from 100% natural in one extreme to 0% natural in the other. The massive environmental changes of humanity in the Anthropocene have fundamentally effected all natural environments: including from climate change, biodiversity loss and pollution from plastic and other chemicals in the air and water. More precisely, we can consider the different aspects or components of an environment, and see that their degree of naturalness is not uniform. If, for instance, in an agricultural field, the mineralogic composition and the structure of its soil are similar to those of an undisturbed forest soil, but the structure is quite different. A biodiversity action plan (BAP) is an internationally recognized program addressing threatened species and habitats and is designed to protect and restore biological systems. The original impetus for these plans derives from the 1992 Convention on Biological Diversity (CBD). As of 2009, 191 countries have ratified the CBD, but only a fraction of these have developed substantive BAP documents.
The principal elements of a BAP typically include: (a) preparing inventories of biological information for selected species or habitats; (b) assessing the conservation status of species within specified ecosystems; (c) creation of targets for conservation and restoration; and (d) establishing budgets, timelines and institutional partnerships for implementing the BAP. It is a problem in a number of cities and it harms human health. Ground-level ozone is especially harmful for senior citizens, children, and people with heart and lung conditions such as emphysema, bronchitis, and asthma. It can inflame breathing passages, decreasing the lungs' working capacity, and causing shortness of breath, pain when inhaling deeply, wheezing, and coughing. It can cause eye and nose irritation and it dries out the protective membranes of the nose and throat and interferes with the body's ability to fight infection, increasing susceptibility to illness. Hospital admissions and respiratory deaths often increase during periods when ozone levels are high.
Built at a cost of $35 million, the laboratories cover 86,000 square feet (8,000 m2) on a 2-acre (0.81 ha) site. DEQ’s lab is an all hazards facility used primarily for testing air and water samples from around the state. The OSPHL operates a biosafety level 3 lab onsite. OSPHL mainly conducts screenings of newborn baby blood samples from a six state region, and testing for and investigations of infectious diseases. The combined facility has around 160 employees.
